Storage abstraction for inner Merkle tree roots.

The RewardMerkleTreeStorage trait allows pluggable storage backends (memory, disk, database). CachedInMemoryStorage provides fast in-memory storage with single-entry caching.

CachedInMemoryStorage: In-memory storage with single-entry cache.
InMemoryState 🔒: Internal state guarded by a single RwLock in CachedInMemoryStorage.
OuterIndex: Outer tree index (0-15) derived from account address high nibble.
